Retro Pi works great until shutdown, then once pie is shutdown both the Red and Green LED remain on solid.
Yes source disconnects, left for 5 min to ensue full shut down.
      Cycle power and nothing happens.
Tried writing a fresh image file, same issue.
Using a "good" Mircro SD Sandisk Ultra 32gb 80mbs read 533x.

The only way I can get it to reboot is insert an independent card with kodi software, shutdown. Disconnect power insert retro pie card, reconnect power and it will boot just fine.

How to replicate the problem: Shut down retro pie through shutdown in menu.

For the Cycle power and nothing happens.

Have you tired to pull your power plug out from the wall, unplug the unit, then plug back into the wall then plug into the unit.
TRUST Me this will work and you will boot up normally.

I have this same issue and I thought my SD card was crap it just wants to be power on and off correctly.

            Hey, thanks for the suggestions.
Tried the unplug and re-plug same issue.
Tried turning off the save meta data on exit, and no change..

            Faulty SD?

              Faulty SD?

I didn't think of that but it could be. What brand microSD card do you have? Do you know the specs of it?
