Shaders missing aswell as scraper not working?

Hi I recently installed retropie 4.1 on a rpi3 and for some reason the CRT shaders are completely missing from my installation, would I have to install them manually and get them into the correct folders? Alongside that the scraper is not working at all, it's just not finding anything no matter what I'm searching for aswell as being incredibly slow, I've used both the inbuilt scraper aswell as Steven Selph's Scraper.
