libretro accepted highscore.dat into the mame2003 github repository.

It seems like this would allow highscores to be fully enabled by default whenever lr-mame2003 is installed, per: https://github.com/RetroPie/RetroPie-Setup/wiki/lr-mame2003#high-scores

@markwkidd please feel free to add this to our issue tracker (or I will when next in front of pc).

i guess it wouldn't work unless the install script moved the dat from the install directory to /BIOS/mame2003/ or wherever it normally is.

as per the issue tracker i kinda think if the dat is supplied the option to enable cheats and put the file in the right place is kinda redundant and we should change the code to just pick up the file from where it now is.

I hadn't originally thought about the approach @dankcushions is suggesting but it does sound like the better way to integrate highscore.dat

I tried to sum up the two options in an Issue for RetroPie-Setup, even though this may take place in the mame2003-libretro codebase in the end: https://github.com/RetroPie/RetroPie-Setup/issues/1859
