I doubt it would be your pi. What power supply, what SD card and how are you powering it off and how are you powering it back up?

its a standard micro SD powering it, it runs fine on first boot. then I have tried using the shutdown from the menu and it turns off. I then unplugged it and plugged it back in and it wouldnt boot. lights flash on the board but nothing on the screen

Although you are now shutting it down correctly, it could be that one of the times you did not has corrupted your SD card and is still affecting the performance. Have you tried completely reinstalling since then?

Standard SD powering it? Not sure what you mean by that.
The Rpi3 needs a 2.5 amp power supply anything less can cause some wierd issues, it can cause boot issues for sure.But I do agree with @mediamogul you might have a corrupt image from the inital shutdown issues.

When I upgraded the other day to fix my ps3 Bluetooth issues the update broke the shutdown option. When used it won't boot up again, if I kill it, it'll boot on the next plug in.
So as of right now the only option for me is to kill the power to turn it off.

That has all the smackings of card corruption. I never suggest a full reinstall of a system like this lightly, but if you're looking to remedy the issue, it might be necessary.
Edit: Aaaand I just realized I'm not talking to the same person. Sorry, although with a problem like that I'd backup my data as soon as possible.

Yep, cleaned the card with disk part and installed totally clean image and it happened again. workerd on first boot then on shut down and then taking the power out and putting it back in it wont boot.
~I will try a different card.

One vital piece of information you have yet to disclose is what kind of power supply you are using. If you're still seeing this behavior with a fresh install, it's most likely to blame here. What we're looking for when we ask about the power supply is what is the specified volts and amps it outputs. If you're able to discern the manufacturer of the power supply, that can sometimes be helpful too.

Sorry a standard MicroUSB charger for a phone its samsung came with my s7. Not sure it is 2.5amp to be honest. will check that. Just tried a new card. same thing

Just installed an app on my phone to check the charger, looks like its 1 amp.

@day2k No phone charges are not going to cut it (most are 2 amps or lower at best) with the RPi3 you need a 2.5amp power supply.

New power supply will not fix this issue. It is a bug in the new img. Of retropie. I have same issue using the correct power supply that came with canakit. Only way to ensure the pi will reboot is to pull the plug. -

Which new img are you referring to? This particular issue was from about two months ago and seemed to have been somewhat isolated. Were you experiencing it then as well?
Edit: I've had very good luck in ordering Canakits in the past, but as they are not affiliated with the official Raspberry Pi organization, you should never simply assume their accessories are to spec. What model Raspberry Pi are you running and what are the specifics of the power supply? Also, what all do you have plugged into the Pi when you notice this behavior?

I am not saying that the issue in this topic is power supply related so it is kinda off topic but I am new to this RPi stuff and I had some troubles too at first, troubles like weird RPi behaviour or emulator performance issues, until I finally got all of them sorted out by getting the "right" power supply setup.
Maybe we can have a sticky link to a wiki page that clearly explains the difference between all those power supply units and micro USB cables.Some people buy the 2.5A USB AC adapter but use a regular micro USB cable from a phone or whatever they have laying around which most of times barely cover 1A or if lucky 2A. Or some cheap sellers sell those PSUs as 2.5A but pair it with a regular micro USB cable which again is not enough to power a RPi3 or maybe even a RPi2. I needed to buy a micro USB cable that clearly stated on the package that the cable is made to use for up to 2.4A.
Then there are the other PSU like the official Raspberry one (white colored) that don't use a separate micro USB cable and therefore should be able to power the device correctly.
I am sure we can reduce the amount of topics by just adding that info somewhere where people can see/read it. Even though there are many that can't or don't read the current sticky link in the forum. But I guess it should be worth a try.

We have some information on the wiki, but I'm happy if some more information is added to the existing "read me first" topic - if someone split off the PSU stuff from https://github.com/retropie/retropie-setup/wiki/Overclocking#power-supply to it's own page on the wiki we could link to that (As it's not just linked to overclocking).
Not that I think it will make a difference as you have noticed - people don't bother reading it :-)
