Arcade Multisync Monitor support (Wells Gardner, Betson, etc).

I have an existing Betson multisync arcade monitor (also known as Kortek KT-2914). This is extremely similar to the Wells Gardener D9400. They support 640x480 and a mide range of low frequencies. I took the default 4.2 RetroPi image, and used an HDMI to VGA converter (https://www.amazon.com/gp/product/B01KZ2GDLM/) to connect to the monitor (which has a VGA connection). The monitor reports the signal out of range. Here is the error that flashes:
HF: 30-40 KHz
VF: 47-160 Hz48.3 KHz 60 Hz
So the horizontal frequency is out of range. I connected the VGA to a regular monitor and is displayed correctly.
On other builds I've used an ArcadeVGA card (https://www.ultimarc.com/avgainf.html) which limits the frequencies it outputs. Is there a way to limit RetroPi so this doesn't output in that frequency?
Is anyone using one of these types of monitors?

You should force 640x480 in config.txt.
Try:
hdmi_group=1
hdmi_mode=1 -
