    I see some months ago there was a solution to this:

    I went to try this solution but still the pad is not detected. Did something perhaps change in the newest version of RetroPie?

      Still wondering about this and have a couple of questions.

      Are udev rules still stored here?
      /etc/udev/rules.d/

      Does the following udev setting still work?
      SUBSYSTEM=="input", ATTRS{name}=="TOMMO NEOGEOX Arcade Stick", MODE="0666", ENV{ID_INPUT_JOYSTICK}="1"

      I double checked dmesg and this is indeed the name of my controller but can anybody confirm if this setting is correct?

      Finally the original direction said to name the new file:
      10-neogeox.rules

      Does the new rule need a different name or something?

        turns out I forgot the s at the end of rules. Marking this as solved.
