Is it possible to use Retropie as an OS on a minicomputer instead of something like Linux?

I wanna hear about this as well, since I have Odroid U3 lying on the drawer.

Right now from all that i have researched it is only Rpi and Linux that is able to do it but for Windows you do have RetroArch as well so.

Welcome to RetroPie. RetroPie allows you to turn your Raspberry Pi, ODroid C1/C2, or PC into a retro-gaming machine.

You can run RetroArch on a number of different things. I have it on a 3DS, but it's not "RetroPie" where it ties everything together neatly with an EmulationStation front end.
