cannot transfert a programme with winscp

I want to transfert a java programme of GPIO control (library PI4J) and put it on BOOT folder but it's doesn't work. On winscp i have an error, the error windows saying the raspberry doesn't accept the connection. i activate ssh on retropie but it's doesn t work too .so can you help mi pls ?

@Welc'ohm you need to enable root user password and set up a password for root and login as root on winscp to add stuff to the boot folder. But if you arent getting a permission denied something else might also be a problem. Which if it is because you are trying to login as root then this will fix that too
