PAL / NTSC in RetroPie (Mega Drive & SNES & N64)

I just watched
where you can see that the European PAL version of Sonic runs noticeably slower than the Japanese NTSC version and also has a different aspect ratio. The same applies toand probably many other games.I'd like to know if there is a way to run those games in 60 fps, without having to play the US/Japanese version as I'd like to keep playing the German version.
On the other hand, I read that some PAL games were optimised (speed up) so they run at the same speed as their NTSC counter parts. If I were to run those games on 60 fps, they would be too fast. Any advice on that?
