start up resalution? sides or buttom and top getting cut off and no 4:3 low res

- I can't change anything in config.txt file. It gives me a error that I don't have permission. I want to change the resolution to 780p. Shouldn't there be a way to just do it in the menu's somewhere.
- I brought my pie to my friends house with a crappy tv that did not have just scan mode on 1080i. the 2 sides get cut off.
3.When i pick a lower resolution lower then 720p it's no longer 4:3 no matter what setting I set it to and sometimes there is a black bar on the left side of the screen. 720p and 1080p shows up 4:3 the rest show up 16:9 and if i connect it directly to the tv and set it to normal shows 4:3 but bottom and top get's cut off. I also have a crappy tv but seems to have more resolutions then my old Samsung.
Forcing the res to 4k works good. IDK if it effects the pi itself or it's up-scaling. For my pc it forces the res to 4k which some of the games i can't handle so i have to switch it off and my consoles it upscale to 4k if I have that mode selected. IDK I don't notice a dif in fps even for ps1 still 60.

@Deltax5 if you put your sd card into a pc you can exit the config.txt. Or set up a password for root and login as root instead of pi if you are using an ssh or ftp program.

the pi can't output at 4k so it would just be your TV upscaling the pi at 1080p. that's fine. the pi3 has a weak GPU but it can do an upscale to 1080p with no performance loss.
i'm assuming you're using a pi3 here.

to change the root password. But when i enter sudo passwd root it comes up to change the password but I can't type anything at all. Just enter works then gives me a error? im doing this throu the pi. cuz when i try doing it thou WinSCP I get some sort of buffer problem and googled it but I got no idea where the advance options are to turn buffer off. and the command gives me the same error. -
