      I just did a minor bit of research and it appears as though the timing issues are isolated to the original 'Star Fox' and lr-snes9x2005. This has to do with the fact that 'Star Fox' based it's timing completely off the clock setting of the SuperFX chip and lr-snes9x2005 is only emulating the clock speed of a SuperFX chip 2. A fix was put in place for lr-snes9x2010 and all other games are believed to use a more reliable timing scheme and remain unaffected no matter what you're using. I tested 'Star Fox' on 2010 to confirm and compared it to 2005 and the difference is night and day.

      @juice It looks like you're making progress and are right at the edge of a steady 60fps, you might want to try the same settings, only with lr-snes9x2005 and see if it tips the scales.

        i think i cracked it now. could you tell me what setting you have set in run command just to put it to bed .thanks mate for all your help

          Well, they're a bit different today. When I last looked at all this, I got the best, most consistent speeds with lr-snes9x2005 at an 800x600 resolution, but after hearing from @lostless, I decided to have another look this morning and I'm not getting any speed dips with 2010 on any of the SuperFX chip games after building from the most recent source, even at 1080p. So, in answer to your question, I'm running 'Star Fox 2' with the latest lr-snes9x2010 source build without changing anything from the runcommand menu and it seems to be doing just as well as my previous setup.
