Enable recording on OdroidXU3/4

when removing the flag that disabled retroarch recording.. on a Ubuntu/retropie install.. after ffmpeg is correctly installed. Retropie setup can still not see the ffmpeg recording driver.
hoping there is another flag that needs to be flipped, but have been unable to locate it.

happy to post additional logs, but retropie-setup did not fail, unsure of which output or where to look next to stop retropie-setup from disabling recording.

--disable-ffmpegappears to only be within the one file/scriptmodules/emulators/retroarch.sh -
