          i had the same thing. for whatever reason, pi2s and pi3s have different overscan, so you need to use different settings. you'll have to tweak your overscan settings until it looks right. here's what worked for me, although i guess it must vary depending on your tv:

          # uncomment the following to adjust overscan. Use positive numbers if console
          # goes off screen, and negative if there is too much border
          overscan_left=-8
          overscan_right=-8
          overscan_top=-24
          overscan_bottom=-24

          (and overscan scale set to 1 of course)

              i edit via the command line. do sudo nano /boot/config.txt

              you will probably be able to set your ftp client as a sudo user but how to do that will vary depending on the ftp client. can't help you there.

                the changes im making and saving are not being reflected when I run emulation station again or restart the whole retropie. Do I have to enable overscan somehow?

                  @smoothmalik you have to restart the pi for them to work. paste your entire config.txt here and we can take a look.

                    I started with your settings and fooled around with the numbers but nothing ever changed. I restarted a few times aswell no change. They are currently as you see reflected below.

                        #overscan_left=-8
                        #overscan_right=-8

                        #overscan_bottom=-24

                        should be

                        overscan_left=-8
                        overscan_right=-8
                        overscan_top=-24
                        overscan_bottom=-24
