Yet another controller issue...

I've been trying to setup my Retropie with a couple of USB game-pad controllers.
I've set them up with 8bitdo wireless controllers and they work flawlessly.
However the setup I'm trying to create uses the following,
A Rankie HDMI to VGA converter which has a USB plug for what I believe is to power the Audio out jack on the unit for sound.
2 ZD-V+ USB Wired Gaming Controller Game-pads that have an led and rumble support.
I've yet to get the controllers to work reliably.
These are connect to a raspberry 3 pi (not plus), and at one point seems to be working reliably in the configuration (After the game actually goes through it's intro).
I've since upgraded to retro-pie 4.4 and seem to be having issues.
The buttons work after a fashion but are unreliable and I've followed some of the suggestions in the group such as..
Remove all joystick configs, remove and re-install retroarch, remove the retroarch input configs and re-installing the controllers.
They are seen as Xbox 360 controllers by the system.
What I've seen so far is that they are unresponsive until a game has been up and running for a while, and then if they work it is unreliably.
(sometimes the buttons are responsive and sometimes not)
The power adapter is rated for 2.5 amps 5V.
Could this be a power problem?
Is there a new quirk with the Jessie Stretch available?
I'm a bit at a loss, I really want to build a brief case setup and would like to use the hardwired USB so when it is pulled out and plugged in it's ready to go.
I will say I've noticed the following.
If I plug in the controllers after the system boots, I do see the lightning bolt for a few seconds, something I don't see if they are plugged in from the get go.
All the buttons register when tested on the device.
Any help or direction would be appreciated.

Re-install the
xpad
driver and reboot, then re-configure your controllers once more. -

@mitu This worked! Thanks. Quick question though, is one game pad "dominant"? Meaning only one game pad has control over starting and exiting a game? (it makes sense to me, as you wouldn't want both game pads to be able to exit a game)

Sort of - Player1 is the only one that's allowed to use the RetroArch menu and the hotkeys (including the
Start + Select
to exit the game).
