Pi3+ low speed sdcard?

Hello all i have small problem with my samsung evo plus 128 gb

Pi Model or other hardware: pi3+ A
Power Supply used: Huawei charger 5v 4A
RetroPie Version Used (eg 3.6, 3.8.1, 4.1 - do not write latest): 4.4

i try add this line ( dtoverlay=sdtweak,overclock_50=100 ) on config.txt in folder boot

CONFIG:

HDPARM:

Phone chargers do not supply enough stable current to power a Pi. You need to get a dedicated PSU designed for the Pi.
