Street Fighter 3 (1st, 2nd impact, 3rd strike) running at half speed

Hey all,
I have an issue with the 3 versions of Street Fighter III on RetroPie v4.5.1. It's a clean install, nothing has been changed or modified yet (that I recall). I am using FBA Neo latest version with the FB Neo v0.2.97.44 rom set.
On my older Pi running 4.3 all Street Fighter 3 roms are running at near perfect speed, but on this new version and latest FBA Neo update they are running really slow, about half speed if not worse I'd say.
First I thought it was the roms, so I went and got the v0.2.97.44 set but no change. Setting frame skip on to 1 or 2 doesn't change anything, and nether does the cyclone option. What gives? The compatifibilty spreadsheet says they work fine, and I know they were working fine in the past.
Anything I am missing? Any option? There used to be some option (that I think is cyclone now) that if roms were running slow you could turn on and it would help.

The issue here is there's another rewind option in the quick menu, separate from the rewind option under the settings menu. Why exactly? I have it disabled for arcade games, but its enabled in the quick menu, over writing my option for the settings menu.
Goddam. Glad I got to the bottom of it.
