Hi guys, my system is not showing any video or sound but fan is on and lights are flashing. Is this a hardware or software problem and how to tell? Thanks so much

Please add more info about your system, as detailed in https://retropie.org.uk/forum/topic/3/read-this-first.
How are you connecting the video output - HDMI/Composite - and what's your display (TV/Monitor/etc.) ?

@tigerzblud If it's only the UHD tv that's not working, then it's a TV compatibility problem and not a RetroPie error. Try setting your TV to 1080p and see if this gets you further.
A Raspberry PI 3 cannot do full 4k (UHD), only 1080p. You might want to force the PI to output 1080p by modifying the config.txt file - see the video options available for configuration here.
