You seem to have a mix of repositories installed - what's your OS ? Is it Ubuntu or LinuxMint (and which versions ) ?

The problem is that the portaudio19-dev package is not installable due to the upstream repositories missing a dependant package - libjack-dev. On an OOB Ubuntu 18.04 system (Bionic) I don't have this problem, so it might be a Linux Mint specific issue.

Check if your repositories don't have any conflicts - I'd remove any 3rd party repos then re-try the installation.
