Joystick 2 not working

Setting up a Retropie with an Ultimarc Ultimate for the first time and I cannot get the second joystick and buttons to work. Tests fine in winpac and I can see the inputs configured in retro arch, however when I select a two player game, player one and two are both using the player one Joystick and buttons. I’m sure I’m just missing something simple, but can’t figure it out. Any suggestions would be appreciated!

By 'two player game", do you mean a game like PacMan or a game like Street Fighter? PacMan will always use player one stick only because the arcade used only one setup. Street Fighter was built for two simultaneous joysticks and would expect that in your setup.
