Splash Screen Video not playing

I followed ETA Prime's youtube video on how to get this working, but it doesn't play videos that I drop in.
- I set the mp4 video to default
- restart and it goes immediately in to ES
I figured maybe it was something faulty. So I made another Retro Pie build on another Rasperry Pi with completely new SD and HDD and still get the same problem.
Now, the default RetroPie Carbon video works, but not the ones that I have dropped in.

Power Supply used: Canakit PSU (Starter Kit)
RetroPie Version Used: ver. 4.5.6
Built From: Pre made SD Image on RetroPie website
USB Devices connected: External HDD (Fat32) [Brand New]
Controller: 8BITDO
