Emulators very slow (1/2 speed) after updating pi debian and retropie to latest releases

I originally had a problem where my masterdrive emulation stopped working (I eventually discovered this was due to it trying to use the wrong emulator, no idea how that got borked). As part of my attempts to fix this issue, I decided to just update my Pi and RetroPie to the latest software verions.
So I updated from Jessie to Buster and then reinstalled RetroPie using the update script. But now, all my roms appear to be running at half speed (I only use nes, snes, genesis). The gameplay is slow and the sound is also equally slow, so it sounds weird. I thought maybe the retropie update didn't work, so I uninstalled it and then reinstalled RetroPie, but its still slow.
I found some posts about retroarch config settings causing slowness, but I don't appear to have any of the problematic config values.
Any help is greatly appreciated.
Pi Model or other hardware: Pi 3B v1.2
Power Supply used: 2.5A canakit bundled psu
RetroPie Version Used 4.5.18
Built From: setup script?
USB Devices connected: keyboard, mouse
Controller used: buffalo "snes like" controller
Error messages received: none
Log found in /dev/shm/runcommand.log (if relevant): NA
Guide used: (Mention if you followed a guide): NA
File: (File with issue - with FULL path) NA
Emulator: (Name of emulator - if applicable) lr-nestopia, lr-genesis-plus-gx, lr-snes9s

How to replicate the problem: open emulation station, run any game for NES, SNES, Genesis, observe slow gameplay and wonky sound because of slowness. -
Are you using Debian or Raspbian ? Do you get any under-voltage notifications ?
I'm a bit confused though, since Raspbian Jessie never supported the 3B+ as far as I know, what version of RetroPie did you use before ?

@mitu My bad, its a 3B, I've updated the post.
Not sure where I would see anything about undervolting. Which log would that be in?

The under-voltage notification is a flash sign appearing at the top of the screen.
Did you use the Raspbian Lite or the desktop image to install ? Is there any reason you're not using the RetroPie provided image on the site ?
