I would like to add run command splash-screens, but when I look through my RetroPie USB drive, I cannot find the configs folder. Is the configs folder only available through Wifi? Or am I being stupid?

If your USB drive is used for ROM storage, then the config is not there. Use the \\retropie\configs share to access the configs.

Wifi of wired, as long as is reachable from the network from your PC/other computer.
