      ...in my Path: /opt/retropie/configs/all/retroarch.cfg.

Can I / should I purge the unused ones? I planned on manually editing what looked extraneous, but maybe that is not complete/compatible method.

I'm not sure of its version, but it came with RetroPie 4.7; other specifications below in signature

      Pi#2: 4B-2Gb, 5.10.11-v7l+ firmware, 3A power supply
      RetroPie v. 4.7.1 pre-made SD image, transferred from Pi#1
      Emulation Station v. 2.9.6RP
      RetroArch 1.8.8
      Controller: Vilros SNES wireless USB
      WD easystore HDD - 1TB

      Pi#1: 4B-2Gb, 5.4.72-v7l+

The default configuration added by RetroPie for RetroArch doesn't include 16 configured players, it comes with a keyboard configuration for 1 player. If you've reset the RetroArch configuration, it may have added entries for extra players, but that's usually not an issue.

What exactly is the problem you're having ?

@mitu. To clarify, I meant the version I am running - not that the file originally came that way.

Not exactly a problem, just excess from my learning/stumbling through, and wanting to clear out the clutter.
