Raspberry Pi 4 also Tested on a RPi 3 Model B+
      RetroPie 4.7.11
      Cores: lr-neocd and lr-fba-neocd
Problem: crashing, freezing, not launching fully
      rom format used: CHD
image source: RetroPie sd image from RetroPie site

lr-neocd and lr-fba-neocd does not work. in lr-fba-neocd it will have a very short split second of the disc bootup image then crash back into the ES station menu. lr-neocd on the other hand does not launch or even allow me to make verbose logs, in some cases it froze my RPI 4 and RPI 3B+ unit.

I event tried both sources, the pre-compiled one and the source install option. Neither of them worked for lr-neocd.

Get a verbose log and post it on pastebin.com, then provide the link. Looks like missing or misplaced BIOS file(s).

Not sure from where the lr-fba-neocd comes from, but RetroPie configures the FBNeo libretro core as lr-fbneo-neocd. Also note that FBNeo doesn't support CHD as format - see https://github.com/libretro/FBNeo/tree/master/src/burner/libretro#neogeo-cd-doesnt-work-why- for the supported formats.
