Player 2 binds in Retroarch 4.7.1

So I am using an Ipac2 controller so that my pi4 sees my controller as 2 separate Xbox controllers. When I configure my controller in emulation station all buttons work until I enter a game and then player 2 controls get shifted over by one button.
Before I solved this by setting up player 2 binds in retroarch. It seems that version 4.7.1 replaces players with ports and I can no longer find the “bind all” feature. If anyone has experience setting this up I would appreciate any advice you may have.
Side note this setup worked great on a previous version of retropie.

This makes me think the Ipac2 doesn't emulate the 2nd controller identically to the first. If both controllers are named the same, then they'll share the same configuration - if your P2 inputs are different than P1, then you'll get this kind of mismatch. It's a common issue with 2player USB encoders when P1 is wired differently than P2.

RetroArch's version in RetroPie 4.7.1 is v1.8.8 - updating your RetroPie installation will get you v1.9.5. I think the menu changes have been there for quite some time now - you may have used an older RetroArch version before (a few years old maybe ?).
The Bind All menu is still present, in Settings -> Input, it's been renamed to Set All Controls (at least in the updated version I'm running). -
@mitu You are a life saver. I decided to tear down my entire controller and rewire. Looks like that did the trick! Thanks so much for the help and have a happy 4th!!

Maybe this should be stickied. "Super Metroid has a 'run' button, and your 2-player arcade controls must be wired identically." Might save a lot of posts.
