Scraping artwork on different regions EU/US/JPN

Reading up on the different regional versions of games, obviously most of the UK/EU ones for certain systems (like Mega Drive) are run at 50Hz (as opposed to 60Hz) by the relevant emulator, as discussed a bit in here. So it might be preferable to use the NTSC version of the rom and not the PAL one to get it running at "full" speed.
But if a 1G1R set were to be built, would that mean that scrapers check the hash or filename of the selected rom and bring back the relevant art, i.e. you might have a load of 'Genesis' boxart for your Megadrive games, as you're using the US roms. So you could end up with a mix of different regional boxart.
That said, I suppose thats technically correct. Or is there a scraper that lets you override that and choose the region of artwork you want regardless of the rom name/hash?

I believe ARRM does. It has a lot of options I have not tried yet. But if it doesn't I know the author is always adding new features
