      Pi Model or other hardware: 4 Model B 8GB
      Power Supply used: Vilros Supplied 5V/3A
      RetroPie Version Used: 4.8
      Built From: Raspberry Pi Imager
      USB Devices connected: Xinmo 2-Player USB Control Board, USB Keyboard/mouse.
      Controller used:XinMo Joysticks
      Error messages received: Black screen on any settings menu
      How to replicate the problem:

      I just did a completely fresh install of Retropie via the latest Raspberry Pi Imager. I notice that I am not seeing the EmulationStation loading screen during start up and when I try to get into any of the Configuration Settings via the Retropie menu, I'm met with a blank, black screen. I can not SSH because I've not been able to turn it on yet and I also can not get out to the console as hitting F4 also takes me to a blank, black screen.

      I also tried it on another TV and get no image at all.

      This monitor and any hardware I'm plugging in worked perfectly just yesterday with a Raspberry Pi 3B+. Not exactly sure what's going on here.

        I was able to fix this issue. I tried a third television that it worked on. I guess retropie didn't like the refresh rate or resolution on my monitor originally? I was able to set the settings via the other TV and now everything works fine on the intended monitor.
