I was using this folder to scp some files to my pi before moving them into write-protected folders as part of a theme configuration I was working on. I noticed quite a few other items in here and was wondering if these were necessary or if I would be okay to clean that folder out. I guess it is not super important, but more curious what this folder is usually used for and if it should/could be empty since it doesn't seem to clear after rebooting.

Thanks in advance for any info!

I wouldn't bother - /tmp is used as temporary storage by programs and should be cleaned-up by the OS at some point (reboot). Plus, some long running programs may need the data there to function, so you can clean-up your own files (that you copied) and leave the rest.
Btw, you can modify a theme under $HOME/.emulationstation/themes (under a different name) instead of editing directly /etc/emulationstation/themes/<theme>. The former folder is also exposed via file shares so you can edit it from your PC if you have one. Runnning EmulationStation with the --debug flag will also allow you to use Ctrl+R to reload the theme without restarting.
