Need help setting up RetroPie controls that will work for all emulators

Hello everyone. I'm currently using a Raspberry Pi 4B+ with the following specs:
Build Operating System: Linux 5.10.17-v8+ aarch64 Raspbian
Current Operating System: Linux retropie 5.10.52-v7l+ #1441 SMP Tue Aug 3 18:11:56 BST 2021 armv7l.I recently attached my Xbox 360 bluetooth adapter (it is from TTXTech) so that I could get the controller working. I was just wondering if I could setup universal controls that would work for every system. I attempted to go to the Config Menu>selected Retroarch>chose RetroPad with Analogue Controls>mapped the buttons for Player 1>mapped the buttons for Hotkeys (used the select button to call the hotkey function and start for quitting>Saved the controller profile. My only problem occured when trying to load Alien Syndrome for the Sega Master System. The start button paused the game, but when I attempted to move around the screen (with the digital pad) none of the corresponding presses seemed to work. I tried using L3+R3 to bring up the Config Menu to adjust the controls, but they also failed to respond.
If anyone can list the steps to fix these issues so that it applies to every emulator I have (there's about 50 I've put together, and I'm guessing my Apple II and N64 sections will possibly require some special tinkering with one or more of the .cfg files), please let me know. I'm trying to finalize things with this set so I can move onto the Raspberry Pi 5 once the official image is released. I don't want to tinker with the current image that someone prepared here or start using linux code to prepare it from scratch because I would like to include several splashscreens I found. @mitu: If you have some suggestions, I'd like to hear how you would fix my control issue.

I would start confirming dpad "hat" or "axis" inputs with jstest in the terminal.
My 8bitdo can swap these inputs for example.
It will help fill in config files manually if needed.

@Arrafart Those are great controllers by the way. I have the old set (US and Japanese) with the corresponding color patterns on the buttons, before Nintendo forced 8-bitdo to change them :-(. I actually set RetroPie up with them easily. I wanted to try the Xbox 360 controller out. I also use the WiiU Pro Controllers as well.
