Retropie will not recognize mouse, or trackball at all

Problem with Raspberry pi2 and Retropie. I wonder if you guys have any solutions/suggestions.... It boots fine into emulation station, all ROMS are showing, joystick, and all buttons work fine. The problem is I can't get it to recognize the trackball, or even a USB mouse at all. Trackball works cuz I've used it on a Win 8.1, and a Linux machine just to test it. It is a PS2 connector attached to a active PS2 to USB adapter. It's been driving me crazy for the last 2 weeks.! Any help or suggestions would be appreciated.
Pi Model: B+ 2
RetroPie Version Used: 4.0.2-rpi2_rpi3
Built From: retropie-4.0.2-rpi2_rpi3.img
USB Devices connected: Keyboard, Mouse, Zero Delay USB Encoder PCB
Controller used: Just joystick, and 8 buttons connected to USB Encoder.
Error messages received: NONE

What are the specs of your power supply? A lot of those converters draw too much power and a heftier power supply is needed. It's also within the realm of possibility that the converter needs drivers that either already existed, or were automatically found and installed by your Win8/Lin machine. I would look at your power supply first though.

But if I install ubuntu-mate, windows 10 IoT Core, on the pi mouse works -

I guess I will try it then.
I only need a few games to work. Centipedes, Missile Command, Millipedes, and a few others.
