Booting to command line after installing basic package

Tested multiple times to isolate what was causing this problem.
On version 4.1 of Retropie, the image released Nov. 5th, fresh install on a SanDisk 128gb Ultra Plus MicroSD, Raspberry Pi 3, etc... Pretty dang vanilla.
I boot, it says expanding filesystem and reboots, sweet...
I go into raspi-config via the EmulationStation GUI, expand filesystem to be sure, seems like it went fine, I reboot.
I go into retropie config and install basic package, reboot, and it goes straight to command line. Typing "emulationstation" does nothing, makes the screen blank for a sec, then shows another command line. Anybody run into this?

@aberusugi if you download an image it's already installed. You don't need to do a basic install. However the problem is likely your sdcard - test it on the PC

There's no need to expand file system via raspi-config.
