Sd card management between RASPI 3's.

Originally got ano 8 gb for my retropie raspi3 and have found out it is far to small to hold all my roms. Is it as easy as putting in new 64 gb micro SD card and do everything over from format stage? Will the PI remember all the setting I put in (keyboard change, wifi hook up, etc.) And can i just put in my 8 gb card into a different RASPI 3 and have it work flawlessly? Couldn't find info on this stuff. And I'm a no0b here so bear with me

The pi will not remember your previous settings as they're stored on the SD card.
To upgrade to a 64gb card and keep the original configuration, you can make an image of your 8gig card using win32 disk imager, then write it to your 64gb card, boot it up on the Pi, run raspi-config and select the option to expand the file system, reboot, and your should be good to go.

@synack so then the 8gb card that I have. Can that work in any other raspi3? Also, I assume the roms won't transfer either right? Or will they?

@freymild Yes, you can use it with any other rpi3, and the roms are a part of the image you'll be making so they will transfer.

Also once you have more than one Raspberry Pi RetroPie set up, you can use @bfenty's guide to set up BitTorrent Sync to keep multiple RetroPie consoles in sync (same roms and save states).
