Network Does Not Work. (trying for over 5 hours)

I am beyond frustrated at this point. All I want to do is add a custom splash screen but no matter what I do the raspberry pi will not connect to any computers. (IT IS WIRELESS BUT ON THE WIFI NETWORK) It shows up under network devices on both my Mac and PC but it will not connect to it...It just infinitely loads or (on the mac) eventually gives an error message. It never even asks me to "log in" to it. I can connect to my other PC on the network just fine (it is wired into the router via ethernet) but my pi will not show up. So it does not seem to be the network itself... Unless I need to put the pi on ethernet, (which would be ridiculous). There is literally NOTHING online about this exact issue. I have tried filezilla and others and typing it in directly via finder and on windows but nothing. I have tried changing the default password, changing the samba thing reinstalling it restarting the pi and pretty much everything else I could find or think of. It simply will not work and it is beyond frustrating.
Is there any other way to put splash screens on it? My USB thumb drive does NOT have a splash screen folder on it...

@SeTzX Do you have SSH enabled on your Pi? The latest build of raspian does not have SSH set as default. I don't know if the RetroPie has it on by default but it may be worth a look.-------Never mind!!! I just rebuilt my RetroPie and it looks like SSH is on by default. Sorry for the misdirection. :-(

@SeTzX You have not described what process you followed. You sure you have a Pi with built in wifi? You went to retropie setup and connected to the access point using your network ssid and password? got the ip of the Pi? using winscp or putty? Also you can just browse the relevant folders on a pic without ssh if you want, they appear in the network tab. In most cases you have to look it up via IP address...
On Windows though, go to My Computer then click map network drive, then click browse and click on the Retropie folder to map...
If it doesn't show up then you may have a firewall issue...
To find the IP address you can either check your router interface or go to WiFi settings on the Retropie menu.
