forum layout improvement to facilitate use of tags

As @herb_fargus says at READ THIS FIRST!, the use of tags is very useful and encouraged. But I see just a few people doing this.
I think it happens because the tags field stays below the text field, and when we use the default "half screen" view, the tags field is hidden.
My suggestion is to put it just below the title field.
