USB ROM Transfer Service does not support UTF-8

I am posting this issue again because I had a fresh install of vanilla Retropie 4.2 on my pi 3B and encountered the same problem.
USB ROM Service works just fine for mounting a USB flash drive to run ROMs. However, it does not support UTF-8 encoding of file names. All the Japanese/Chinese characters are not correctly shown (even with locale set and fonts installed correctly). I have to manually mount the USB drive using fstab with UTF-8 option in order to let Japanese/Chinese chars show up. Is there a way to edit the config options for USB ROM Transfer Service to enable UTF-8 Encoding? Thanks.
