      @Verdent are you using win32diskimager to put the unzipped .img file onto the sd card? If you read the "read this first" document at the top of every page it will help you plus help us if you give us more info to work with.

        Yes I downloaded that program, tried to write the image is it says target doesn't contain this file, re-extracted it several times to the same result

          @Verdent did you click on the folder and find the .img file before choosing write. Plus is your sd card hooked up to the computer at the time you boot the program? You need to make sure the drive letter points to your sd card.

              @Verdent possibly a bad download? Try downloading again. Which file did you download?

                  @Verdent try redownloading. And click on the installation guide right above the big red download button you clicked on to download the file.

                            After mounting the img, the capacity is no longer 32gb, this is normal I'm assuming? if so I'm not able to copy the NOOB files on to the SD card nor does that leave room for future ROMS, not sure if I missed something. BTW I'm entirely new to this entire thing

                              forget noobs, the retropie image is all you'll need. why would you want to use noobs?

                                @herb_fargus was under the assumption it was needed according to the Install guide provided by the Pi site.
