I am currently setting up two new controllers so I can play with 4 people. However, after configuring the MAME settings so that the start and coin buttons are mapped to the correct controllers, I am unable to start players 3 and 4 in any game. For example, in NBA Jam TE, I am able to add coins with one of the new controllers (not sure why I can't with the other one) and I am able to start players 1 and 2 as I always have, but when attempting to start players 3 and 4, the "press start" sign continues to flash and nothing happens. I am not sure why it can recognize the coin button for one of the controllers but not the start button. I would appreciate any insight.

      Also, I am using MAME4All.

did you map the new controllers correctly ?
i mean, the coin and start buttons are NOT at the Control Map tab, they are in the other or something like that ..

I believe I mapped everything correctly. Next to Player 3 Start it says J3 Button 9 and next to Player 4 Start it says J4 Button 9. That's under the general settings tab. However, when I go into the individual game options, it lists the button mapping for Player 3 and Player 4 but it does not have "Player 3 Start" and "Player 4 Start" options.

possible a dip switch/ service menu setting. here's how you would fix it in mame2003 (which you probably should be using unless you are running a pi1/0) - https://github.com/retropie/retropie-setup/wiki/lr-mame2003#service-menu
