ES recognizes controlls but games with retroarch won't

When i do a clean install of retropie on a Pi the controls work fine anywhere (ES mame, retroarch) But sometimes when i install a different image, like retropie for the odroid XU4 or a modded image for the Pi 3 (not every), the controls are being recognized in ES and i can appoint them in retroarch (main menu retropie) but within games they wont work at all. It seems that sometimes it's getting it settings from a place I can't find.
I removed all the retroarch.cfg files in the folder "configs/all and in the named folders" en i checked for them in the "roms" folder. This wouldn't help, when I put in the correct controls nothing changed. What normaly my "X" button is, stays the speedup button in retroarch.Is there a settingsfile that can overule everything, including the retroarch.cfg file in configs/all ?
I'm using a I-pac conroller2 https://www.ultimarc.com/ipac1.html and ES always sees it as a keyboard that is correct.
As i said the problem isn't only on the XU4 retropie but sometimes also on a "modded" Raspberrypi retropie. I asked the guys at ora (odroid) but they couldn't help me.
Maybe somebody here can.

I'm afraid we don't support these custom images. the only ones we support are these: https://retropie.org.uk/download/
