Video snaps cause Emulation Station to flicker on B+

When loading video snaps in Emulation Station on my B+ the screen flickers and goes black for a brief moment. I don't have this issue with the B model. This happens every time a video snap is loading for the first time in a section or when quickly scrolling through a game list with video snaps. If I scroll slowly through a game list with video snaps it does not flicker (except on the first video loaded). It also happens when exiting a game list back to the main console selection screen after a video has loaded. It does not flicker in sections that do not have video snaps.
Things I've tried with no improvement:
- changing the video setting in raspi-config from default to CEA Mode 16, 32, and 34
- enabling hdmi_safe=1
- enabling config_hdmi_boost=7
- enabling/disabling overscan
- enabling/disabling hdmi_force_hotplug=1
- different HDMI cables
- different Raspberry Pi B+ to rule out hardware
- enabling/disabling omxplayer hardware acceleration
- adjusting vram limit
- different es themes
Anyone else having this issue?

Can you give more details about your system (https://retropie.org.uk/forum/topic/3/read-this-first) ? What version of Emulationstation are you running ? What's your VRAM setting ?

More details on my system:
- Raspberry Pi 3 B+, not currently overclocked, thermals steady around 39c
- Retropie version 4.4 on Stretch, fresh install from retropie site
- EmulationStation version V2.7.5RP
- Power supply is 5v 2.5a canakit
- xbox 360 wired controller connected
- vram limit is currently set to 120mb
- I've tried multiple HDMI cords and 2 different B+ RPis to rule out hardware
- The video snaps I'm using work perfectly fine on 4.3 Jessie on RPi3 hardware and don't cause flickering

@SartreFan What theme are you using ? Does it happen also with the default Carbon theme ?

@mitu I've tried multiple themes including the default carbon theme. I've also tried using all the same settings I use on my Rpi3 system with no improvement

UPDATE: I've tried the pi on a different television and didn't get the flickering. What's odd though is my Pi3 4.2 setup does not cause flickering on the television that is causing issues with the B+ 4.4 pi.

I can confirm exactly this same thing
Flicker goes away on a TV that supports full HD (1920x1080) when using a PC, but issue shows up on a TV that only supports 1360x720 and has to auto adjust image on options
Issue is not present even if I use a simple 5:4 monitor (with vga adapter), only on that smaller TV with HDMI issue is present
Any ideas with this weird thing?

Instead of changing these settings in raspi-config. Have you tried adding these settings in config.txt instead?For example
hdmi_ignore_edid=0xa5000080
hdmi_ignore_cec=1
hdmi_group=1
hdmi_mode=4
