New Neo Geo Pocket Core? (Also general Libretro question)

So apologies, I'm very much a non-technical person when it comes to the gliblets of what's under the hood on Retropie and the hardware etc.
But when new cores are released for retroarch, do they (and can they) get ported over to retropie? Or do they need to be used on the latest version of retroarch? The NGP core they mention for example sounds like it runs well on low spec machines so I'd imagine that would include the various versions of the Pi?

New cores are not automatically added to RetroPie, someone has to add it - either one of the developers or by submitting a PR (pull request, request to change) to the Github repository of the project.
