(SOLVED..for now) Is my pi4 dead or faulty psu?

Pi4 2GB, Official psu.
My pi4 wouldn't give me a display the other day. Red led was lit. I thought it was a corrupt card and/or the 2 wires I was using for reset so I de-soldered those. A fresh image of the weekly build seemed to fix it at the time.
Now, the problem has returned. I tried the latest weekly image, the latest raspbian lite image, another hdmi cable (I only have one micro hdmi to hdmi adapter, though) and two different microsd cards.I'm using stock settings. I will get an initial boot display about expanding the filesystem on a fresh image but then never gives me a display again. Turning it off/on after that initial boot produces odd results. Sometimes I see the rainbow image and then nothing. Sometimes it will start to boot, and then auto reboots to no display. I later tried
hdmi_safe=1
but it didn't help.I tried using the pi4 eeprom bootloader rescue image with no change.
I don't know the test points to check for voltage, but I am using a usb-c power tester.
These are the readings after it fails to boot and gives me no display: 5.15V .20-.24A
Sometimes when it tries to boot it'll give me: 5.15V .40-.60A -
@Darksavior can you SSH in? it doesn't sound like an HDMI issue if it's rebooting. other than that, not sure :( were you soldering onto the board itself?

@dankcushions it's a fresh setup so ssh is off. I'll look later to see if I can enable it.
Yea, soldered to the board. Maybe I damaged a component too.
UPDATE: I was cleaning the solder joints of the reset pins today. I also noticed I was testing from the 2nd hdmi port so that wasn't giving me a proper display. Maybe the rescue image did do its job. Seems to be working now on 1st hdmi port.
