19" CRT and MAME Horz Adjustment

Hey all, built a full size arcade for my daughter as a christmas gift. Down to the wire and ran into an issue I can't seem to overcome. Using a 19" crt, and retropi. When I am in retropi the menus and such scale perfect to fit the H&W perfectly. However when I try MAME (either one) I loose about 1" on the horz on both sides. Nothing I have tried has been able to fully scale the width.
Are there ANY sugestions to get this to scale. I have tried different aspect ratios and such without any luck.3

@azurden how did you connect the crt to the pi? Adapter, converter, scaler, etc.?

@mahoneyt944 I used this guy... VGA to CGA RGBS CVBS S-VIDEO Video Converter Board GBS-8100
However I do not think this is the issue as when retropi loads everything is scaled fine to fit the screen. It is only when I launch a ROM on the MAME emulator.
The only thing that stinks about the 8100 above is I am able to use the digitial adjustments to fill the screen, but it does not save the settings on power off, you think they would have taken into account for that :/

I use a VISION PRO 19" LCD LED MONITOR, Part # 49-2604-30N. It has an auto screen adjustment on start which saves. I used a Raspberry Pi 3 HDMI to VGA Converter from The Pi Hut, to connect the pi to the screen.One thing you may try is to add black horizontal borders to retropie. This could help the screen from cutting off. Edit

comment this to use overscan:
#disable_overscan=1
uncomment the following to adjust overscan. Use positive numbers if console goes off screen. Adjust as needed:
overscan_left=5
overscan_right=5
overscan_top=5
overscan_bottom=5 -
