Access hotkeys from multiple controllers during games?

How to replicate the problem: n/aI'd like to be able to have the hotkey shortcuts accessible by two controllers, but at the moment only controller 1 can use them. Is it possible to make the hotkeys work for two (or more) controllers? If so, how?
I've searched but my googling abilities were found lacking

The hotkey actions are only available for P1, that's by design - it cannot be configured.
