Shaders don't show up in Config Editor, but exist in directory.

After a basic install I can't seem to find any shaders or overlays to play with. Both via the retroarch interface or ssh.
Mey setup so far:
Pi Model: 3
RetroPie Version Used: 4.1
Built From: Pre made SD Image on RetroPie website
USB Devices connected: None
Controller used: cheap AliExpress SNES style
Error messages received: NoneWhat I've done so far:
-fashed to sdcard
-connected wifi
-set up Pi to wait for network at boot
-mirrored RetroPie directory on a network share
-setup autostart.sh with
sudo nano /opt/retropie/configs/all/autostart.sh
sudo mount -t cifs -o guest,uid=pi //hostname/retropie /home/pi/RetroPie
-move roms to the respective network shareNow when I open the config editor to try and play with shaders I only get the "0 unset" option when I look at "Video Shader File".
I looked in the directory /opt/retropie/emulators/retroarch/shader and I see many glslp files. When I start the Configuration Editor via retroarch two lines appear for a split second at the top of the screen and the tell me that BIOS directories do not have permissions. So I suspect it some kind of permission thing, or maybe because I am using my roms off the network.
Has anyone seen this before?
