Display not working

Im using a pie 3 with the latest version of retropie installed and attempting to use this (https://www.adafruit.com/product/1680) as a screen, i forced retroarch to run at 800x480 and i set emulation station to run at 480p (i know its not 800x400 but its as close as i can get) however when i plug in my monitor it displays junk (http://imgur.com/a/O2Cwq) i can plug the display into my laptop and it works perfectly fine, and plugin the pie into my tv works just fine. i have no idea what could be the cause of this issue, any help would be appreciated.
hardware in use:
pie 3
addafruit display (https://www.adafruit.com/product/1680)
teensey 2.0 as a controller
some shitty keyboard that i had sitting around somewhere
i have my pie pluged into the front of my pc via usb for power. -
I suppose there first thing to do is to understand whether that resolution is supported by your TV?
I don't have it off the top of my head but there are some commands to list the accepted modes by your TV. I think it's... dmesg?
Search on the forums for that and hopefully you'll find it. I'm on a phone so it's hard to do proper web research and pasting things back and forth, apologies.

when plugged into my tv it works fine its when i plug it into the adafruit screen that it stops working

Sure, sorry. What I meant was the display that's not working, you want to make sure you are using a resolution that the display accepts.
Obviously it wasn't dmesg either, as my memory failed me. Here's a good tutorial, see the second section. If the monitor accepts that resolution it would show in the list.
