lr-pcsx-rearmed Speed Hack option

This is in regards to the enhance graphics features of lr-pcsx-rearmed. Double resolution is self-explanatory but I was wondering what the Speed Hack does (pcsx_rearmed_neon_enhancement_no_main = "enabled").
It looks fantastic when both of these options are enabled, but it can cause some graphical glitches in certain games. For instance, in Metal Gear Solid if you have both of these features enabled once you enter water the screen turns entirely black. However, turning off speed hack, while keeping double resolution on entering the water is just fine. I don't have any shaders enabled.
I have two questions:
- What does the speed hack actually do?
- Is it fine to use one of these options without the other?

off = less (zero?) glitches when using enhanced resolution, but worse performance.
on = glitches, but better performance when using enhanced resolution.
Is it fine to use one of these options without the other?
don't enable speedhack if you're not using enhanced resolution (it either does nothing or adds glitches), but if you're using enhanced resolution and your pi can keep up, sure you can disable it.
i believe with even a pi3 you will see a performance drop without the speedhack in some/all games. you'd have to use the FPS counter to be sure.

@dankcushions Okay cool, thanks! For the bit of time I tried without the speed hack it seemed to run smoothly but I'll turn on the FPS counter to confirm. So the speed hack does exactly what it says, speeds it up, I guess it was self-explanatory after all.
