I started up retro pie project this morning and I'm almost done. All I have to do is send over the roms using PuTTY, but I have no idea what commands I'm supposed to use, and I haven't been able to find a tutorial or even a hint at what I'm supposed to do. I've been searching all morning please help, and thanks in advance.

you need to use winscp - its a free FTP program
        https://github.com/retropie/retropie-setup/wiki/Transferring-Roms

or you can use the samba share if you have your pi connected to your home network.

in windows explorer type \RETROPIE into the address bar and you have access to the roms folder

I have been sending roms over my network using the network share (SMB) that is built into RPi. If you are on windows, go to windows explorer and click on Network. In there you should see all your networked machines that are sharing. RETROPIE should be one of them. once you are there, navigate to the roms folder and you can drag and drop to your hearts content. :)
