Combination Button For R2/L2

I made a custom GBA (https://www.kickstarter.com/projects/1227007236/freeplay-zero-freeplay-cm3-by-freeplaytech) and I have limited buttons. Is there a way to get a combo button going in the sense of:
input_player1_l2 = "down+q"
So basically q can be R1 and down + Q would be R2.
EDIT: Without using the hotkey button preferably.
