Cannot get Joystick to work with VICE C64 Games

I can load the games successfully, and I can access the VICE GUI with my joystick, but I cannot play any games with the joystick (or the keyboard for that matter); I cannot get the character to move or jump.
- I can map buttons such as the virtual keyboard and the VICE menu to buttons on the remote.
- The documents at the beginning of the game tell me to use Port #2, but I have tried both ports, and I have tried swapping ports as some of the guides suggested.
- jstest responded to all buttons pressed on my joystick
- Note the joystick works with retropie as well as other emulators (nes/psx).
I have been at this for a while followed various guides found on this forum as well as others found on the internet, but I'm stumped. Any suggestions would be greatly appreciated.
- Pi 3 Model B
- RetroPie Version: 4.4
- Built From: Pre made SD Image on RetroPie website (retropie-4.4-rpi2_rpi3.img)
- USB Devices connected: Buffalo Classic USB Gamepad
- Controller used: Buffalo Classic USB Gamepad
- Emulator: Vice

- What is the difference between the Joystick device vs Userport joystick adaptor port setting?
- What does 'Allow keyset joystick' mean?
- What is the difference between the Joystick mapping vs Userport joystick mapping setting?
- Is there any way to clear the mapping of the joystick buttons?

I don't know how to help but I would recommend that you try lr-vice. It's considered experimental but it works fine for me and benefits from RetroArch's control and shader goodness.
