Retropie 4.4 Exiting using Start+Select doesn't work in Mame(tried fixes)

I just built a 3.5 inch portable retropie console (so, under normal circumstances, without a keyboard) using the latest version of retropie, and I can not exit MAME (currently defaulting to mame4all) using start+select. It works in other emulations (NES, SNES, GBC ...)
I checked the cfg files in /opt/retropie/configs/all/retroarch-joypads and /opt/retropie/configs/mame-mame4all and both have the correct settingsinput_enable_hotkey_btn = “8”
input_exit_emulator_btn = “9”although the config files in /opt/retropie/configs/all/retroarch-joypads is named weirdly : "usb gamepad .cfg" (no typos!)

no typo, but sadly autocorrected by the forum :
The config file is named (with bash escapes)usb\ gamepad\ \ \ \ \ \ \ \ \ \ \ .cfg
that's 10 blanks between the d and the dot.

mame4all is not a libretro emulator. it doesn't use the config files you are editing. details on what it does use are here: https://github.com/RetroPie/RetroPie-Setup/wiki/MAME#mame4all-pi
